Both dual wield Frost and 2H Frost use the exact same glyphs.

Glyph of Obliterate and Glyph of Frost Strike are clearly the best choices here considering Obliterate and Frost Strike will dominate the damage you do. Glyph of Howling Blast is your final choice. In this case it wins the fight for the third Prime Glyph slot mainly due to a lack of real competition. The only real competitor for Glyph of Howling Blast is Glyph of Icy Touch, but only in AoE situations of three or more mobs.

The major glyphs surprisingly are a rather barren wasteland when it comes to frost. All of the options that are available fall down either because you will simply never use the ability associated with the glyph (such as Glyph of Blood Boil) or the glyph is incredibly situational in its usefulness. Ultimately it will be up to the Death Knight which major glyphs to pick, but it really is picking from a very weak list and there are no real wrong choices here.

The minor glyphs are rather irrelevant to damage output, as you would expect. However, there are only actually three minor glyphs that are even associated with frost PvE play, so they make the obvious choices.
